China Chengtong held 2017 Legal Affairs Conference

In order to implement the guiding principles from the 19th CPC National Congress, fulfill requirements of the State-owned Assets Supervision and Administration Commission of the State Council (SASAC), enforce Decisions On Fulfilling The Responsibilities Of The Principal Responsible Person Of Central State-Owned Enterprises As The First Point Of Contact For Promoting The Construction Of The Rule Of Law, and perform the general counsel’s debriefing responsibility, the Group held the 2017 Legal Affairs Conference on November 27 in Beijing. The Group’s Secretary of the Party Committee and Chairman Ma Zhengwu, Director of Bureau of Policy and Regulation of SASAC Guo Xiangyu, the Group’s Chief Financial Officer Xu Zhen and Vice President Tong Laiming attended the conference. The Group’s Secretary of the Commission for Discipline Inspection Zhang Xianghong presided over the conference.
Ma Zhengwu pointed out in his speech that fully advancing the law-based governance of the country was a major strategic plan concluded by the CPC Central Committee. The Group need recognize the importance of the rule of law from a new strategic height and resolutely enforce the rule of law. The law-based governance of the country is interpreted as law-based governance of the enterprise on enterprise level, in which the principal responsible persons of the enterprise play a very important role. The Group should actively implement the requirements of the SASAC, shoulder the responsibility and enhance its capability, to ensure that leadership, organization, institutional process and system are all put in place, so as to promote the construction of ‘law-regulated Chengtong’ and open a new chapter in the state-owned capital operation.
Guo Xiangyu spoke highly of the legal work China Chengtong has done and recongnised achievements it has attained. He pointed out that the 19th CPC National Congress has attached greater importance to the principle of law-based governance of the country. All central state-owned enterprises should implement the requirement that their principal responsible persons as the first point of contact for promoting the construction of the rule of law, implement the main responsibilities of all legal practitioners incompliance with the law, implement the specific responsibilities of the legal department, strengthen the support of the team and institutions, and promote the further development of central state-owned enterprises’ law-based governance.
The Group’s General Counsel Tang Guoliang delivered a report on China Chengtong’s legal work in 2017. All participants studied Decisions On Fulfilling The Responsibilities Of The Principal Responsible Person Of Central State-Owned Enterprises As The First Point Of Contact For Promoting The Construction Of The Rule Of Law proposed by the SASAC. Person in charge of the Group’s 19 subsidiaries or their legal affairs work introduced their enterprise’s legislative work respectively, analyzed their shortcomings and put forward proposals for their next stage work.
About 85 relevant personnel from the Group’s headquarters and subsidiary companies attended the meeting.
